It is well that war is so terrible, or we should get too fond of it.
We have discovered that the scheme of "outlawing war" has made war more like an outlaw without making it less frequent and that to banish the knight does not alleviate the suffering of the peasant.
For a war to be just, three conditions are necessary -- public authority, just cause, right motive.
If war is ever lawful, then peace is sometimes sinful.
